La premiere cause de ce probleme peut etre le un mot de passe root expiré:
vSphere 6.5 Patch Update fails and vCenter Services fail to start after the Patch attempt
Une autre raison par une mise a jour non terminé depuis le VAMI.
Dans ce cas le fichier /var/log/vmware/applmgmt/software-packages.log affiche ces erreurs:

Pour retablir la situation il faut desinstaller les packets mis a jour pour relancer la mise a jour.
Note: Ne pas oublier de faire un Snapshot ou backup de vCenter avant d'executer les commandes.

Si il y a un probleme de dependance voici la commande:
rpm -ev --nodeps openssl-1.0.2p-1.ph1.x86_64
Retenté la mise a jour.
